The 13 associations forming the Group of Representative Bodies – AERRL, ALE, ALLRAIL, CER, EAL, EIM, ERFA, FEDECRAIL, NB-Rail, UIP, UIRR, UITP Europe and UNIFE- have published a joint paper, Europe’s Rail Joint Undertaking 2028–2034: Vision for a Cost-Efficient Railway Transformation, calling on the EU Institutions to establish a successor to the Europe’s Rail Joint Undertaking within the next Research Framework Programme.

The signatories frame rail as a competitiveness question, not only a transport one: it is the one mode where Europe still holds genuine global technical and industrial leadership, now under pressure from heavily state-subsidised competitors. Only a standalone R&I Joint Undertaking under Article 187 TFEU can leverage long-term private investment and align infrastructure managers, operators, industry, SMEs and academia behind interoperable, system-level solutions no single Member State can deliver alone. This paper is also co-signed by UIC and EUG associations.
