Digitalisation is ever more present in all aspects of life, and offers enormous opportunities and challenges. The rail sector, as the backbone of transport in Europe, is not new to the digital age, and is today intensifying its use of digital technologies in order to match the pace and scope of digitalisation in the wider transport chain and to adapt to customer expectations on safety, security, punctuality, capacity, transparency, and information availability. Intense and constructive cooperation of the rail sector with the European Commission is key to accelerate this process.

In the context of the budgetary discussions for the post-2020 period, we – the European associations representing the rail sector – would like to explain in this joint paper why it is important for the European Union to continue investing in rail projects, particularly considering the benefits of rail transport for the economy and the whole society. Besides illustrating the European added value of rail projects, the paper also highlights the considerable financial resources still required to complete the TEN-T rail network, modernise and digitalise rail infrastructure in Europe for the benefit of Europe’s citizens.

GSM-R is the current technology used by the railway industry for its radio mobile communications. End of life of GSM-R is expected around 2030 based on a GSM-R Industry Group announcement. Furthermore, some IMs are running older version of GSM-R which will need a major replacement by as early as 2023. It is therefore essential that the successor to GSM-R is available within a short time frame.

EIM consider it as an important topic for achieving the benefits
of interoperability and generating growth of the European railway network. This position paper
reflects, and brings to the attention of the European Railway Agency (ERA) and EC, the view
of EIM on the roles and responsibilities of infrastructure managers (IMs) in the various
processes linked to vehicle authorisation and operation. The position paper also proposes
further harmonisation topics which would greatly facilitate the efficient acceptance process
and use of rolling stock across the EU.

The Rail Freight Corridors commit to act as service providers for the European economy, and to offer solutions for efficient and environmentally-friendly logistics across Europe. In accordance with Regulation 913/2010 establishing the corridors, the first six rail freight corridors were established in November 2013, followed by the remaining three in November 2015. All nine rail freight corridors are now operational. The focus of the work on corridors today has evolved from the initial phase of setting-up the corridors to identifying and executing important measures needed to improve the operational performance of its customers.
