With this letter, EIM would like to query about the TSI revision process which was launched in February/March 2020. According to the EU calendar, the final report and the proposed output should be available for public consultation by December 2021.
Already in the early phase of the process, EIM commented that the EU calendar is extremely ambitious. Similar to other work streams, the work on the change requests and the revision of the TSIs is strongly impacted by COVID-19. EIM acknowledges that physical meetings have been partly replaced by alternative, remote working methods. In parallel, essential resources of our members have been assigned to operational contingency tasks to ensure the seamless operations of critical infrastructure.
Consequently, EIM and its experts suggest to consider adapting the initial EU calendar to the EU contingency approach. There is indeed a potential risk that other policy measures taken in view of the economic recovery may undermine the important TSI revision process.
